Main duties and responsibilities

  • Monitoring compliance with the overall regulatory framework and the relevant national, European and international normative acts in the area of sanctions regimes.
  • Implementing measures to prevent the use of the financial system for money laundering and terrorist financing purposes.
  • Filing reports or public disclosures of information about violations (whistleblowing).
  • Creating an organisation, and introducing procedures and mechanisms for monitoring and controlling their effective implementation and execution, as well as of the internal rules in this regard.
  • Development of internal methods, tools, and documents (policies, rules, procedures, instructions, guidelines, questionnaires, declarations, etc.) regarding applicable sanctions, anti-money laundering measures and terrorist financing.
  • Identification of customers and other counterparties of the companies within the group.
  • Identification and verification of the identity of beneficial owners, persons exercising control and representatives of customers and other counterparties including legal entities and other legal formations, and clarifying the origin of funds.
  • Storage of documents, data, and information in this regard.
  • Carrying out risk assessments and analysis, including reputational and operational risks.
  • Preparing reports on incidents that have occurred.
  • Filling out questionnaires, declarations and other documents related to checks and updates regarding the "Know Your Customer" (KYC) procedure, as well as collecting, storing and providing documents, data and information.
  • Improving reporting and optimising related activities in this regard, as well as anti-money laundering and counter-terrorist financing measures for the companies within the group and other obligated subjects, and providing templates of such documents, which may require completion by the customers and other counterparties of companies within the group and conducting the relevant necessary correspondence.
  • Monitoring current sanctions, conducting checks on sanctions and restrictive lists regarding customers and other counterparties of companies within the group, developing internal documents, and proposing appropriate actions and measures in this regard.
  • Ensuring business processes of the various companies within the group comply with the current applicable regulatory requirements for control and prevention of money laundering and terrorist financing, including monitoring the implementation of recommendations by internal and external auditors and/or regulatory authorities.
  • Developing a methodology and specific rules for fraud prevention, as well as investigating reports of suspected fraud, attempted fraud or committed fraud and/or other unlawful actions, and managing processes related to other submitted reports and/or publicly disclosed information on violations, and updating the relevant necessary documents.
  • Preparing and providing oral and/or written opinions, recommendations and proposals on specific matters, including for initiation of corrective actions and measures if necessary.
  • Organising and conducting internal inspections and trainings, participating in working groups to discuss and implement so-called good practices in the area of regulatory compliance.
  • Conducting research and analysis.
  • Drafting, reviewing and coordinating various documents, participating in inspections, audits and investigations.
  • Monitoring legislative changes and practices on matters related to sanctions regimes, anti-money laundering measures, terrorist financing, and other regulatory matters at local, European and international levels.
  • Conducting correspondence with customers and other counterparties, as well as with regulatory and supervisory authorities.
  • Supporting activities and advising employees from other organisational units of the companies within the group on day-to-day compliance related matters.
  • Performing all other tasks assigned by the direct manager and/or the company's senior management.

Organisational relationships and interactions

Internal - with all structural units of the company and its affiliates

External - with state authorities and institutions, courts, customers and other counterparties, banks etc., for the purpose of performing the specific tasks assigned.

 

Requirements for occupation of the position

Education - Master's degree in law

Professional experience - At least 5 years in a similar management position. Previous experience in a banking or financial institution in the field of regulatory compliance will be considered an advantage. 

Special knowledge and skills - Computer literacy - MS Office (Word, Excel, PowerPoint); excellent command of English; knowledge of local and European legislation in force in the Republic of Bulgaria regarding money laundering and terrorist financing, as well as other regulatory matters, and established court practice; excellent knowledge and practice in the implementation of key rules and principles of the "Know Your Customer" (KYC) procedure, as well as the details of existing sanctions regimes.

Other requirements - Completion of a legal internship and successful passing the practical and theoretical exams for acquiring legal capacity.

Required personal qualities and skills - Excellent managerial, organisational, communication and presentation skills, loyalty, integrity, proactivity, analytical skills, ability to work in a team, in stressful and under pressure situations, and to take on responsibility; flawless written communication skills; ability to work independently and make autonomous decisions; prioritisation of tasks; negotiation skills, ability to propose specific, lawful, reasonable and workable solutions, as well as the ability to persuade and manage conflict situations.
